The Russian Ministry of Defence says there will be a three hour ceasefire each day to let humanitarian workers deliver aid.
It comes after reports that gas – believed to be chlorine – was dropped on a rebel-held neighbourhood.
300,000 people have been trapped in the city for months with NGO's saying food will run out in a matter of days.
