Halligan responds to Kenny after responsibility advice

The junior minister who promised to 'rain hell' on the government says he has been, and is doing his job. 

Minister John Halligan threatened to resign after an expert report said facilities that he wanted for Waterford hospital weren't justified.

In recent days, the Taoiseach reminded all ministers to get on with their jobs and noted that John Halligan had 11 areas of responsibility. 

This afternoon the Waterford TD responded.
