The lack of a co-ordinated approach to one of the county's greatest assets was one of the findings from a series of public meetings which were held in Tipperary last year.
They were organised by the Local Authority Waters and Communities Office which has been set up to promote better use and management of our natural waters.
A Draft River Basin Management Plan will be going on public display within the next few weeks.
