Ulster Bank chief critical of new mortgage rules.

Most first-time buyers simply won't be able to get a mortgage under new lending rules.

That's according to the head of Ulster Bank, who's criticised the new regime set to take effect in January.

From January, most buyers will only be able to borrow 80 per cent of the price of a house.

Ulster Bank's Jim Brown says barely a third of the first-time buyers who got loans in 2014, wouldn't get them next year.
