Tipperary escaped the worst of the damage caused in the wake of Storm Desmond but the North of the county did experience significant flooding in parts.
Cllrs say the situation could have been much worse had outdoor staff and the fire services not been out sandbagging and pumping away water.
Director of Road Services Marcus O'Connor says their efforts have to be recognised
