Less than 40 per cent of learner drivers passed their test in Nenagh test centre in North Tipp last year.
The next five lowest were all in Dublin – with Finglas, Charlestown, Raheny and two centres in Mulhuddart all below 46 per cent.
Nearly twice as many people passed in Loughrea in Co Galway, which had a 75 per cent success rate.
