Stephen O'Brien is the under- secretary general for humanitarian affairs.
His comments come as several people have been wounded in an air strike on a clinic in the Syrian city of Aleppo today.
It's the second time this week a medical facility in the city has been hit.
Mr O Brien has called for accountability for recent attacks which have targeted civilians.
