A new enforcement unit is set to be established at the site as part of recommendations in a new report on the operation of the fixed points system.

It's also recommended that people should not be able to apply for an N-C-T without having paid the fines for any fixed-charge notices.

Justice minister Frances Fitzgerald has appointed Judge Matthew Deery to become a new independent authority with responsibility for overseeing the system.
