Neither of Tipperary's two County Council's are ranked among the worst offenders in the country for their planning decisions.
An Taisce – the national trust – ranked Donegal, Roscommon, Leitrim, Kerry, Mayo, Galway County, Cavan, Carlow and Waterford County Councils worst for their planning decisions giving all of them an F grade.
An Taisce looks at various factors to rate the 34 city and county councils – including overzoning, the amount of vacant houses and water quality, among others.
Both Tipp County Councils got a D grade with South Tipp ranked 13th on 51% and North Tipp 17th with 45%.
South Dublin topped the table on 74% while Donegal received the poorest rating on just 12%.
