The 64 year old died following a road accident on Monday night.
First elected to Tipperary County Council in 1985, the father of three was a senior member of the 'Lowry Team'.
He will be laid to rest following funeral mass at 12 noon today in Templederry Church
Ahead of that, a special meeting of Tipperary County Council members will be convened to allow for expressions of sympathy.
Speaking to Tipp Today yesterday, Independent TD and close friend Michael Lowry said Willie had the ability to connect with people from all backgrounds.
