Enda Kenny was speaking following the fatal shooting of the 32-year-old in a Dublin hotel last Friday.
He'd been attending a boxing weigh-in when six gunmen – one dressed as a woman – stormed the Regency in Drumcondra.
Mr Kenny says no stone will be left un-turned.
