Failure to cement EU plan for refugee resettlement

Meanwhile several members are taking harder lines with the hundreds of thousands of refugees now on the continent. 

Hungary and Slovakia are among those following Germany's lead and closing their borders.

Queen Rania of Jordan says she would like to see a cohesive policy in Europe to address the refugee crisis. 

Meanwhile, the Justice Minister says most of the initial 600 refugees Ireland's agreed to shelter will start arriving here shortly.

It's after EU ministers signed off on a deal to relocate a total of 40-thousand refugees across Europe.

But, they failed to get unanimous agreement on the relocation of a further 120-thousand refugees – under which Ireland will take in 4-thousand people.

A small number of states opposed the plan last night, but EU justice and interior ministers will meet again next month to see if a deal can be reached.

Frances Fitzgerald says the outcome of the meeting is disappointing. 

On the ground, Hungary's sealed off the main unofficial crossing point from Serbia that's been used by thousands of refugees to enter Europe.

A rail cargo container covered with razor wire now blocks it – with anyone trying to breach the fence facing arrest.

The Hungarian border is now effectively shut, with refugees who cross illegally risking arrest.
