The claim was directed at the Portroe native as the Nenagh Municipal District approved their works programme for 2015 which will see improvement works on a number of local and regional routes.
However Fianna Fail's John Carroll refused to give the schedule his approval until a route that was removed from works programme was reinstalled.
He's defended his stance insisting that road upgrade around the Portroe/Silvermines area are vital to boosting tourism and accused Minister Kelly of failing to do enough to improve local routes around Lough Derg.
