The site was purchased by the local authority earlier this year to utilise the space where First Data will set up shop next year.
The US multinational will hire 300 people for its R&D centre on the main Limerick road in the North Tipp town.
Council planners are now drawing up a master plan for the area including housing, open spaces, office and factory space for future developments.
