Justice Minister Frances Fitzgerald's proposal will bring the law into line with England and Wales and it's understood it will be rushed through to take effect before the New Year.
Ministers will also be updated this morning on plans to save the inquiry into IBRC – but they're not likely to sign off on emergency laws to help it resume.
