Boyle Sports 2 Unlimited had sought permission from Tipperary County Council to convert the Brian Boru lounge at 49 Main Street to a bookmakers.
The proposals included internal alterations, and extension to the rear, external signage and associated siteworks.
Council planning officials have refused permission for the change of use.
