That's one of the recommendations of the Government-appointed panel which was set up to investigate the row over the €780 million deficit.
It's also called on the DAA to put €57 million into the fund – while members have been told to reduce their benefits.
Transport Minister Leo Varadkar says both sides should strongly consider the findings which he says can solve the long standing problem once and for all.
