The tourist site – which forms part of Ireland's Ancient East initiative – has been targeted on repeated occasions with household items like fridges and mattresses being dumped.
Local residents say they are fearful that the problem will lead to a downturn in tourism in the area.
Fianna Fail councillor Sean Ryan says the local authority has now come to an agreement with local landowners about putting up a barrier.
