Pass rates at Tipperary's four driving test centres are below the national average.
Nenagh has the poorest pass rate in the county at 44.56%.
Thurles is next at 46.83, then Tipperary Town at 47.55 with Clonmel having the best pass rate in the county at 52.31%.
The national average is 54.56% according to a report in the Irish Independent.
The driver testing centre in Ennis has the best pass rate in the country at nearly 68% while Kilkenny recorded the worst figure at less than 40%.
The RSA has defended the figures – saying they are in line with other countries and depend on the number of people tested which can vary greatly between test centres.
