Proposals for an overhaul of pensions, gratuities and severance payments are to go before the Dail this summer.
A report in todays Sunday Business Post says this will result in an end to the immediate payment of pension and lump sums to local authority managers before they reach pension age.
Former manager  for North Tipperary Terry O'Niadh who retired in 2010  received a lump sum of 204 thousand plus special gratuity of 68 thousand euro.
In South Tipperary retired Manager Ned O'Connor  was the recipient of a lump sum of 220 thousand with no special severance payment.
The Bill will be published before the summer recess by Environment Minister Phil Hogan.
