It ranked 31st out of 40 areas looked at and branded 'moderately littered' by the study carried out by IBAL.
The survey shows 75 per-cent of towns and cities across the country were found to be 'as clean as' or 'cleaner' than their European counterparts.
Conor Horgan, spokesperson for IBAL said that there were four towns that had bad results, and one of them was Tipperary Town.
It was found to be 'moderately littered' with the public park, Kickham Place, the grasslands beside the Post Office and the recycling facility in the SuperValu Carpark noted as black spots.
Surveyors who judged the town said the level of litter at many of the moderately littered sites was such that they could easily slide to a 'seriously littered' site.
The town was ranked 31st out of 40 cities and towns around the country.
However, former Town Councillor Brian Rafferty, who is heavily involved with the Tidy Towns committee, says the findings do not reflect the hard work and improvements that have been made in recent months
Meanwhile, while Clonmel fell from 4th to 13th place in the league, it retains its 'Cleaner than European Norms' status.
Surveyors said that both approach routes to the town were in good order and singled out Anglesea Street and the railway station as particularly clean…however the recycling facility at the Suir Island car park was the most heavily littered site surveyed.
Conor Horgan says that one bad area can bring the entire ranking down.
