An Irish man was arrested in the host city on suspicion of illegally selling Irish allocated tickets for up to four times above their face value.
36 year old Kevin Mallon was detained on Friday after Brazilian police found more than a thousand tickets in an apartment in Rio.
Minister Shane Ross says two investigations are already underway.
