It says that changes we need a new system, which is fit for purpose and similar to ones in operation in other countries.
The Council's also calling for the right of families to be together to be recognised in law.
Catherine Cosgrave, Legal Services Manager of the Immigrant Council, says applicants find it difficult to navigate the system and face unnecessary and damaging delays.
