He'll also become the first Chief Executive of Transport Infrastructure Ireland.
Mr Nolan has worked with the NRA for 13 years and has been responsible for the successful delivery of billions of euro of essential infrastructure.
He takes over from Fred Barry, who finishes up as CEO at the end of July.
