The camp has been set up on the grounds of the water treatment plant in the Mid Tipp town but the utility says it's the responsibility of the county council, despite the control of all water services belonging to the utility.
The local authority says they don't have juristiction as it's a water treatment plant.
Local independent Councillor Eddie Moran says it's not fair on residents in the area.
