The building is to close for 6 months while work is carried out to relocate the town library there.
Many local representatives feel this could prove to be the death knell for the facility and have expressed fears for the 32 jobs there.
Efforts by Independent Councillor Denis Leahy to have the issue debated at this months meeting of Tipperary County Council were ruled out of order by Cathaoirleach Siobhán Ambrose.
She feels the Excel is a matter for the Tipperary Cashel Municipal District and not the full Council.
