The comments come after the Irish Nurses and Midwives Organisation announced last night they'll begin a work to rule next month and rolling strikes after that.
The organisation says it's entirely to do with staffing levels and not a demand for more pay.
Minister Harris has told the Dáil he's determined to avert this industrial action.
