The Dublin man has been in custody since he was arrested in Cairo in 2013 for his alleged part in an illegal protest.
A renewed application for his release and deportation back to Ireland is being prepared for the Egyptian president.
A previous application for his release was rejected but Ibrahim's solicitor Darragh Mackin is more hopeful this time around.
