Jan O'Sullivan says the state is facing 'demographic pressures' which might leave her unable to recruit more teachers.
Teachers' unions say it would cost 15 million euro a year to lower the average classroom size from 28 pupils to 27.
But the Minister has told the Dail she may not have the ability to do so.
