This is according to the Head of Data and Analytics in Pobal, Martin Quigley.
The Pobal HB index aims to identify areas of affluence or pockets of poverty so government supports can be targeted where they are needed most.
Martin Quigley says that Tipperary scored a minus 1.9 on the scale this year highlighting some areas with low employment and education levels.
