The report by Senior Counsel Conor Dignam was due to be completed early this month, but Minister Finian McGrath today confirmed the short delay.
He said it was at the request of Mr Dignam to finalise some details of the report.
It's expected to give a guide to the terms of reference for a Commission of Investigation into a foster care home in the south east, after the alleged abuse of a woman known as Grace.
