Concerns had been raised by Opposition parties that the original terms of reference were too narrow and could see other alleged victims in the South East foster home overlooked.
The Cabinet agreed to the changes last night.

The new terms of reference will go before the Dáil today to allow for the inquiry to get underway immediately.
