Since the responsibility of waste water has been taken off the council, there is confusion as to who is responsible for the clearing of drains and blockages
Public representatives say that Irish Water is refusing to carry out the work, and the County Council is not authorised to fix the problems so homeowners and local authority tenants are being left in limbo.
South Tipperary Independent TD Seamus Healy says it's very unfair and inhumane.
He says there problems are arising across the county on an ongoing and recurring basis where sewerage is coming up in gardens, in public places and in some cases in shower and bathrooms of private and local authority houses
Deputy Healy says it’s a major problem and something needs to be done.
