An investigation is underway by Tipperary County Council into half a dozen homes in Cooleens Close in the South Tipp town who are experiencing the problems.
Photographs show entire ceilings and walls covered in mould, mildew and damp.
Local Sinn Fein Councillor Catherine Carey says the homes should be condemmed as they pose a serious health risk.
