The Tupolev plane was on its way to Syria when it crashed into the Black Sea killing all on board.
It disappeared from radar screens just minutes after taking of from Sochi in Southern Russia where it had stopped to refuel.
A ministry spokesman said nobody survived and President Vladimir Putin has declared tomorrow a day of national mourning.
