The Finance Minister has played down the prospect of housing funds having to be used for water refunds.
But Paschal Donohoe admits he cannot rule out the prospect of taking unspent money from major construction projects for water.
The total cost of refunds will come to €178 million – including five million in administration.
The minister says that’s the consequence of the Oireachtas decision to scrap fees.
