A decision on planned works in Carrick on Suir should be made within a matter of weeks.
Tipperary County Council is proposing to develop a plaza at Sean Kelly Square and the Westgate area.
However local traders and some elected representatives have spoken out at the loss of parking which would result from the works.
District Administrator Martin Nolan says the local authority has taken into account submissions received during the public consultation process.
