Jared Payne and Joey Carberry also feature in the 36-man panel.
Payne made his return to action for Ulster last weekend after missing nearly four months due to a kidney injury he suffered while playing against Australia in the November Internationals.
That game was also Carberry's last appearance for Ireland, and he's one of three out-halfs included alongside Jonathan Sexton and Paddy Jackson.
Leinster and Munster forwards Jack Conan and Dave Kilcoyne have been called up, while Andrew Conway is the only uncapped player in the squad.
