Chuck Hagel's comments come after the militants posted a video online of them beheading the American journalist James Foley.
America's Justice Department has begun a criminal investigation into his death.
Mr Hagel says IS is “beyond just a terrorist group”.
“They marry ideology and a sophistication of strategic and tactical military prowess” he said.
“They are tremendously well funded. This is beyond anything that we've seen” he added.
