Cabinet discussing Tribunal on Whistleblower smear campaign

Micheál Martin and Enda Kenny met for an hour this morning and both agreed on the need for a public inquiry to be held. 

The Fianna Fáil leader also presented Enda Kenny with draft terms of reference for such an inquiry which the party had worked on overnight. 

Enda Kenny then held the usual pre-meeting with Fine Gael ministers and told them he would recommend the Cabinet proceed with an inquiry. 

The Cabinet meeting itself got underway just after midday with Independent Alliance Ministers saying they want to make sure that the views of Maurice McCabe are fully represented. 

Meanwhile the government is also proposing to the Dáil business committee this afternoon that a motion of confidence in itself be taken tomorrow, and that would be voted on immediately after the debate.
