Review: 2015 Annual GAA Congress

Golden Kilfeacle's Motion 7 relating to a coin toss in the event of a clash of colours failed to pass.

While JK Brackens motion to include extra time in all inter county games was rejected receiving just 12.4% of the vote. 

Kilsheelan's motion restricting the hand pass in football was rejected, getting just 27.3% of the vote.

Newport's proposal looked to extend the playing time of inter-county U21 Football and Hurling matches from 30 minutes a half to 35 minutes a half and it was rejected. 

St Marys Motion 19 was also rejected, it related to a player in either football or hurling being only be able to carry the ball in their hand for three steps before an action be taken. 

Delegates have voted in favour of the full-time introduction of the one-v-one penalty in hurling. 

The motion passed comfortably with 84% in favour. 

Another of the Hurling Development Committee's proposals – on the advantage rule – was also passed. 

The motion to introduce the black card to hurling was emphatically defeated.

The hooter system has also been deleted from the rulebook. 

While sides must now submit their match-day panels by 9am on the Thursday prior to a Championship match, or risk punishment.
