Referee Chairman Sean Walsh says they want to clarify the inconsistencies with the black card next season.
Walsh says the Refs have talked about it among themselves and a number of incidents that went unpunished through the summer won't go unpunished in 2017.
The GAA have also insisted the black card system will stay in place des0ite the objections of many within the sport.
