Olympic bosses will discuss setting up a fund to prevent drugs offences when they meet later.
It's after Russian athletes were banned over evidence of state-sponsored cheating, and several anti-doping agencies identified as breaking the rules.
The three-day meeting will also cover concerns over Rio 2016 – including water quality at sailing venues.
