The Environment Minister says he is responsible for South Tipp
County Council denying the payment of grants to obtain the
household charge.

It emerged today that South Tipperary County Council denied payment
of a disability grant, untill they produced evidence of payment of the
household charge.

It followed on from similar stories in Clare, where families were refused
student grants unless they could show payment was made.

Environment Minister Phil Hogan says all Local Authorities have been
warned of cuts unless the payment is made…
