A sub committee of the Kerry County Board has recommended the Tipperary duo for the roles of manager and coach respectively.
Kelly, from the Kildangan club, lined out for Tipp in both football & hurling at minor and U21 level.

He has previous managerial involvement with the Tipperary intermediate and U21 hurling teams.
Horgan, from Knockavilla/Kickhams, captained Tipperary to the U21 All-Ireland in 1995, also playing at Minor and Senior level.
He was a selector with the Tipperary minor team in 2012, when they won the All-Ireland title, and again this year.
Their names will go before the Kerry County Committee on January 27th for ratification.
