Liam Kearns' side ralled after the break and nearly got something from the match.
However, their chances of doing so were hit by the sendin off, after getting two yellow cards, by the sending off of Jimmy Feehan and the injury suffered by Philip Austin.
On the plus, Tipp's goal was scored by All-Star Michael Quinlivan late in the second period.
Next up for the Premier is a trip to Laois on Saturday week.
