The proposal also includes Provincial Championships starting in April and the All Ireland final moving back to the first weekend of September with the hurling taking place on the last weekend of August.
The GPA says the new series will provide a serious impetus for inter-county football competition while facilitating an improvement in the club fixture schedule.

Meanwhile the players association says the majority of players from lower division counties have rejected a secondary competition.
