Dowling, from the Cycling Leinster team, won today's fourth and final 112km stage- which ran from Clonmel and finished with a category 1 climb at the Nire.
That stage win secured him the overall victory.

Ryan Sherlock of Top team was second in today's stage, with Dowling's Cycling Leinster team-mate James Davenport in third.
