The chairman of the Tipperary county board admits a lot of work is needed to strike a balance between intercounty and club action.
John Devane says the current situation has to be tackled to ensure players at all levels get a fair crack of the whip.
However he told Tipp FM’s Stephen Gleeson that it will take time to get it right.
