Although appointed by Enda Kenny, John Halligan is now embroiled in a row over the services with the Fine Gael Health Minister Simon Harris, who's refusing to award more than is recommended in a clinical review.

Talks on the issue broke up without resolve last night – Mr Halligan is said to be considering resigning and claims it's an issue which could bring down the Government.
